Background This study is being conducted to assess the ability of maintaining reliable load-serving capability within the San Francisco (SF) Greater Bay Area looking out 10-15 years from now. This study takes into consideration load growth and mitigation of reliance on old thermal generation and those units that use once-through cooling systems. The objective is to develop a preferred plan of action such that mitigation is accomplished in a pro-active manner.
