Background
During the development of the MRTU Tariff stakeholders requested the ability for Resource-Specific System Resources (RSSR) to submit three part bids to the CAISO such that Bid Cost Recovery could be received. At that time, the CAISO included tariff provisions that established this ability; however, the detailed terms and conditions under which the three part bids could be submitted and Bid Cost Recovery could be received were not proposed until now. Certain Resource-Specific System Resources are expecting to engage these services once the MRTU Tariff goes into effect.
